The VPP is administered by Apple and we have no control over the functionality of what it can and can’t do. Unfortunately, as of September 2016, they don’t allow app bundles to be included in the VPP, therefore the 50% disco

Can I installs apps on multiple devices?
When purchasing apps via the App Store or Google Play, the purchase is linked to the iTunes/Google account which was used to complete the purchase and the purchase will be available on all devices which are logged in with that iTunes/Google account. In most school environments, each device will have a unique account and therefore 1 license will need to be purchased for each individual device, however this varies from school to school so it will be best to check this with your IT administrator.
