Why can't I buy your app bundles via the VPP (volume purchasing program)?
The Volume Purchase Program allows educational institutions to purchase apps and books in volume and distribute them to students, teachers, administrators, and other employees. The program also allows app developers to offer special pricing for purchases of 20 apps or more.
The VPP is administered by Apple and we have no control over the functionality of what it can and can’t do. Apple don't currently allow app bundles to be included in the VPP, therefore the 50% discount enjoyed by schools doesn’t apply to app bundles, probably due to the fact bundles are usually already discounted and this would essentially be double-dipping.
You can read more about the VPP here.
